That's how much Orton has been on the shelf after Kevin Owens went down, and WWE didn't even have a backup plan for Orton going into WM41.

I think since this is Cena's last run and he had a long rivalry with Orton, they figured give Orton one last match against Cena before it's too late. Also they went to OVW together, got hired at the company around the same time, and went on to become stars together so there's a chance Cena really wanted this. Personally, I did not care much for Cena vs Orton feuds. It was just so….generic I guess? But the storytelling here should be interesting. Cena was always the face and Orton always the heel in their feuds. Now for one last time, the roles are reversed.

There is no coherency in WWE booking. They obviously just booked this slop because they wanted a big match for Cena's retirement run. Since they haven't created any new stars since Cena and Orton, they have to go back that far. In other words, they're just drawing the last bit of water from the nostalgia well.
