1st issue seems to cause serious stutter, and framerate loss that can drop to a point the game "freezes".
2nd issue SUPPOSEDLY a memory leak with Oblivion Remastered, and when googled there are several discussions bringing it up.
MY ISSUE was the first, and I didn't realize it. I kept editing the graphics in-game, and for whatever reason it created the first issue I brought up. When traversing the outdoor cell, after some time creating the edits in the graphics tab I started experiencing framedrops while on horse-back until eventually it lead to 0 frames, and froze. couldn't alt out of it, and ended up having to just shut off my device. on reboot issues were gone, and i got back on horse-back to test it again in the outer cell. issue was no longer there. this happened traversing from skingrad- near kvatch by the golden coast to do the Grey Prince quest.

>>28328sorry for late reply. i have the fps capped to 30 it will occasionally go down to 28 fps, no i'm not using freesync/gsync, i have this running off the steam deck lmfao, hardware is RDNA2 technically, but I also have tweaked my steam deck with ABT, and Cryoutilities. basic lighting is set to high, post processing is set to ultra, hair is ultra, cloth is high, textures are set to low, xess is being used, global illumination is low, rendering distance is high, foliage is set to low, I have xess at balanced. might be forgetting a setting or two, but the most important thing i am using is the high preset from optimalsations nexus mod. using the setting made for RDNA2 hardware creates worst rendering issues, and pop-in than using the high setting which significantly reduces it on new cells. i'm no longer having issues after tweaking everything, and keeping in mind to not play with the graphic settings while in game, just the minor rendering issue, and pop-in.
