I believe this modifier and the 1845 expiration of the diplo point modifier is why the AI usually falls apart.
Since the Columbian Alliance is a "federation" they fall apart eventually. Kind of like Vanilla China. But what the AI does is they never reconquest when it does fall apart.

Mexican and Caribeno are the only two accepted. I believe Lusitanian gets accepted and I know Afro-Latino gets accepted which is another 10%.
Nahua, Mayan, Zapotec, and Tarascan gets assimilated pretty fast.

So the indian revolt was crushed. Quite easily.
So in the ChinkChew fight I called in almost my entire sphere of north and south america against QQ and Vinland. Vinland took war lead and is a GP.
I've been trying to stop Arcadia from forming diplomatically as hard as I possibly can by keeping Plant and Belgian in my sphere.
So far, it's been working quite well. I won that war and got a colonial region. During the war QQ balkanized and couldnt call in their satellites which made it alot easier.
My allies pressed Vinland for a very generous peace which restored Plant's core as well.
Then that piece of fucking CACA cry

LIBERIE gave me free infamy for having slaves which I can't abolish because my Upper House is 100% against it.

So they both lost a lot.
Then an act of god started killing (currently) 100k pops between me and ChingChoo.
And now my 8th GP spot has been temporarily taken by Burgundy's civil war which is fucking aids because I had almost all of north and south america in my sphere.
But it's okay because I get to attack QingQiu for ALL of their land in an annex war for the low price of 24 infamy. The Colombian Empire stretches it's borders.

whenever I return to a save where I'm just winging it I get frustrated. unless it's HOI4 I'm doing something stupid that I shouldn't have and I have to start over or tough it out. repairing save games is typically a herculean effort in pdx games so I tend not to bother.
