I found "electroman" which looks similar to what I remember but it's not top down.
I do remember another game looking very similar but being top down.
I think it also had a flame thrower.

i dont think it was, but that looks like the closest thing people have posted so far

sci fi/realistic setting, top down, decent graphics, 2d sprite, shooter
