This is the best one I've ever used. One-off fee of $75 and has all the essential features and then some. I'd recommend The Hollywood Standard by Christopher Riley to make sure you're formatting it to industry standards. Always remember you're writing a technical document and not a novel, and the audience are the people making the film, not film critics or even filmgoers. Final Draft sucks as it's an expensive subscription and way too feature-rich.

If your proposal is a digital storyboard you not only make your own intentions on visual approach made first, which causes inherent pro bias you engage the audience. Even producers and directors these days don't want to read.
A vast amount of text about setting and action can be avoided with fairly simplistic illustration.
