I'm astonished this hasn't been a rule from the get-go but it's also something that will be impossible to enforce. Has anyone ever read those Oscar voter cards? Bundles of them say they don't have time to watch movies because they're too busy. They'll just lie and say they watched them.

When you're busy creating movies, you have no time to actually watch new movies. Motion picture peers are perhaps the least qualified to give out awards since they watch so few movies.
