It takes theoreticians, mathematicians, experimentalists, and engineers to do it all.
You basically perform experiments, graph the data, puzzle over it, question if the experiments were done right, and mathematically model it. Even then the results can be wrong. For instance Newtonian physics is just a simplified case of what Einstein proposed.
But yeah, your 2 step solution is the gist of it. By the 19th century, technology had advanced far enough for people to be really, really good at doing experimental measurements, but it isn't easy at all.
