yes-ish, but they did exactly what they were motivated to do by US laws. We were setup to be an imperial power. Once companies made a profit, they were encouraged to keep their profits overseas - that was only taxed when they repatriated it. They were expected to invest those profits overseas too in order to push American influence.

That system / those laws should have ended a long time ago. I'd blame dumbass senators and congressmen before condeming business people for following the US laws.
