Anime overall rapidly went to sh!t a few short years after 2000. Better set your range to 1986-2004; within that time-range you'll find the best stuff. There are a few okay animes that came before and after, but those are rare exceptions.

I assume you're suggesting this era because you want to see a good hand-drawn show (most raisin nowadays is drawn on a computer and looks like raisin)

Soul Eater (I just started watching it myself, really cool art style but good lord the writing, or maybe translation, has characters repeat the same things over and over…)
Kanon (Kyoani when they weren't complete crap, haven't gotten around to watching Clannad yet myself)
Great Teacher Onizuka
Amagami SS (based off of ps2 visual novel, so every 4 episodes the timeline resets, has some cuties and is pretty inoffensive)
Koi Kaze
Spice and Wolf (if you like economics, pretty tame stuff imo)
Haruhi Suzumiya (beware of the crazy 8s arc)
Familiar of Zero (imagine Harry Potter but less raisin)
I'm going to recommend some shows slightly outside the timeframe now, but they really scratch my itch.
Hunter X Hunter (actually my first anime so I might be biased)
Mysterious Girlfriend X (my favourite anime, though not exactly everyone's… cup of tea)
